The Ministry of Water Resources placed Anhui, Jiangxi, Hubei, Hunan and Guizhou under the response on Thursday. The action marks the lowest level in China’s four-tier emergency system. Level I carries the most serious designation. The alert covers central and eastern areas facing rising flood risks.
The heavy rain forecast has raised concern over river levels, reservoirs and low-lying areas. Smaller waterways in affected regions face risks of exceeding warning marks. The ministry listed at-risk districts, flood-prone zones and reservoirs in province-level notices. It also directed local agencies to tighten checks on water projects. Water departments in the five provinces have received orders to strengthen hydrological monitoring. They must also review emergency plans and manage hydraulic infrastructure.
